摘要
长江经济带发展战略是国家三大区域发展战略之一,推动长江经济带发展必须加强长江生态环境保护修复。本文按照问题导向、目标导向和成果导向原则,进行了长江生态环境保护修复联合研究总体设计,明确了识别生态环境风险及成因、支撑流域区域水质目标管理、构建生态环境保护修复综合解决方案、推广生态环境保护修复先进适用技术、创新流域生态环境保护修复协调机制和建设生态环境保护修复智慧决策平台六项重点任务,并提出了虚拟机构、实体运作的"1+X"模式和行政管理与技术管理高度融合的联合研究组织方式。目前,长江生态环境保护修复联合研究启动会已经召开,联合研究一期项目(涉及水质目标管理、综合解决方案和智慧决策平台)已经启动,联合研究的58个驻点工作组已经完成与地方的需求对接和方案编制,以水专项支撑长江生态环境保护修复推荐技术手册(第一册)和"三磷"综合整治技术为代表的先进适用技术推广形成初步成果,长江保护修复智慧决策平台"智汇长江"正在加快搭建。长江生态环境保护修复联合研究正在从设计迈向现实。
        The Yangtze River Economic Belt development strategy is one of the three national regional development strategies. According to the principle of problem-oriented,goal-oriented and results-oriented,the overall design of joint research on ecological protection and restoration of the Yangtze River was carried out. Six tasks are made clear,which are the risk identification of the ecological environment and its causes, supporting basin area water quality target management,building protection and restoration of the ecological environment comprehensive solutions,extending the use of protection and restoration of the ecological environment of advanced technology and innovation,the protection and restoration of river basin ecological environment protection and the restoration of coordination mechanism and the construction of ecological environment intelligent decision-making platform. The "1 + X " mode of virtual institution and entity operation and the joint research organization mode of highly integrated administrative management and technical management are proposed. At present,the joint research meeting on the protection and restoration of the Yangtze River ecological environment has been held,the first phase of the joint research project is about to start,the joint research work has been fully spread,the Yangtze River protection and restoration intelligent decision-making platform "Wisdom for the Yangtze River"is accelerating. The joint research of the Yangtze River ecological environment protection and restoration is moving from design to realization.
