摘要

日本是世界公认实施垃圾分类回收最成功的国家之一,但日本在生活垃圾源头减量上取得的成就及原因却较少受到关注。论题将日本实施生活垃圾分类回收以来的政策与效果划分为四个阶段,可以看出,从实施垃圾源头分类到实现垃圾源头减量,日本经历了逐步深化认识、调整政策的过程,最终形成了以抑制废弃物产生为核心、生活垃圾分类与按量收费相配合的回收体系,并通过引导居民提高环境意识、转变生活与消费方式来实现垃圾源头分类减量。分析我国垃圾分类试点城市呈现出的问题,对实施源头减量为目标的废弃物政策提出建议。
        While Japan is universally acknowledged to be one of the most successful countries in terms of waste classification and recycling, less attention is paid to its achievements for source-reduced municipal solid waste and their causes. In this paper, the policies and effects since the implementation of classification and recycling of municipal solid waste are divided into four periods that cover the entire process from the initiation of source-separated solid waste to the realization of source-reduced one. To put it specifically, Japan has undergone the stage of gradually deepened awareness and policy adjustment, ultimately forming the recycling system that mainly aims at suppressing waste generation, mingled with the classification and unit-based pricing of municipal solid waste. Meantime, the residents are guided to improve their environmental awareness, and change their life and consumption patterns so as to realize the reduction of source-separated waste. Analyzing the problems in China's pilot cities where the classification of municipal solid waste has been implemented, this paper puts forward suggestions for the solid waste disposal policy that aims at the realization of source-reduced waste.
