深度贫困区弱势群体自我发展能力评价研究——基于武陵山片区花垣、保靖两县的实证分析

摘要

为准确测度深度贫困区弱势群体自我发展能力,推动精准扶贫,在深入分析自我发展能力理论基础上,建立起深度贫困区弱势群体自我发展能力指标体系与评价模型,利用武陵山片区花垣、保靖两县140名弱势群体的调查数据开展测评,研究结果发现:弱势群体自我发展能力总体偏弱且差异大,其中S_(da)指数大于中间值60的仅占样本数的8.57%,而S_(da)指数处于40～50、50～60两区间分别占样本总数的35.71%、32.14%,S_(da)指数处于0～30、30～40两区间分别占样本总数的2.86%、20.72%。研究结论表明:弱势群体内生动力不足、外部扶持针对性不强、区域环境约束性条件限制是影响湖南武陵山片区弱势群体自我发展能力提升的关键因素,据此提出政策铺路是先导、教育启志是根本、产业扶持是关键、内外联通是路径四项政策建议。
        To measure the self-development ability of rural vulnerable groups accurately, to promote accurate poverty alleviation, this paper established an index system and evaluation model of self-development ability of rural vulnerable groups in Wuling Mountain Area in Hunan Province, based on the deep analysis of self-development ability theory, and carried out assessment according to the survey data of 140 rural vulnerable groups in Huayuan and Baojing counties in deep poverty areas. The study found that the whole self-development ability of rural vulnerable groups was weak and the difference between them was large, the Sda index, which was bigger than median 60 just accounted for 8.57% in the sample, however, the Sda indexes which were in 40-50, 50-60 extents accounted for 35.71%、32.14% respectively, and the Sda indexes which were in 0-30, 30-40 extents accounted for 2.86%、20.72% respectively. Study conclusion showed that insufficient of internal impetus, external supporting and regional environmental binding force restriction were key factors which affected the promotion of self-development ability of rural vulnerable groups in Wuling Mountain Area in Hunan Province. According to above conclusion, four suggestions were put forwarded, policy was forerunner, education was foundation, industrial support was keypoint and internal and external connectivity was the path.
