摘要

简要介绍了美国联邦和州级矿山职业安全健康监察体系现状,选取重要产煤州西弗吉尼亚州为分析对象,对州级监察体系的特点进行深入分析,得出州级监察体系是美国矿山职业安全健康监察体系重要组成部分的结论。根据分析结果,结合我国矿山安全监察体系现状及发展趋势,提出了完善我国矿山安全监察体系的建议措施,为深化矿山安全监察体制机制改革提供参考和借鉴。
        The authors briefly introduced the federal and state mine safety and health inspection system in the United States, took the state inspection system of West Virginia as an example, analyzed the state inspection system in-depth, and concluded the state inspection system was the important part of the mine safety and health inspection system of the United States of America. According to the research analysis and combining with the development trend of the mine inspection system of China, the suggestions were put forward to improve the mine inspection system of China, which also can be reference for deepening the reform of the mine inspection system.
