联合国难民署应对难民大规模流动的困境与出路

摘要
欧洲难民危机将难民大规模流动问题推向风口浪尖,引发国际社会广泛关注。联合国难民署通过自愿遣返、重新安置和融入本土等机制应对难民的大规模流动。然而,联合国难民署在实践中面临"公约难民"定义过窄、难民来源国与收容国责任分担不均、联合国难民署与国际移民组织缺乏明确分工等困境。对此,国际社会迫切需要将战争难民纳入与难民有关的条约体系,实现难民安置责任的合理分担,同时明确联合国难民署与国际移民组织的职能分工。
        The refugee crisis in Europe has brought the problem of large movements of refugees to the fore, which has aroused widespread concern of the international community. UNHCR responds to large movements of refugees through voluntary repatriation, resettlement and local integration. However, in practice, UNHCR is in the plight that the definition of convention refugees is too narrow, the burden sharing between the countries of origin and the host countries is unequal, and there is no clear division of labor between UNHCR and IOM. In the context of large movements of refugees, there is an urgent need for the international community to integrate war refugees into the refugee-related treaty system, to achieve a reasonable sharing of refugee resettlement responsibilities, and to clarify the division of functions between UNHCR and IOM.
