摘要

特色小镇是中国新型城镇化建设的最新探索和实践,是西藏发展经济、实现"造血型"精准扶贫的途径。PPP模式是政府和社会资本通过优势合作实现社会公共项目建设的方式。本文通过对鲁朗旅游小镇的分析,指出PPP模式可以从减轻地方财政压力、降低和分散各类风险以及提高特色小镇运营效能等方面为特色小镇建设提供保障。在此基础上,建议将PPP模式在西藏特色小镇建设中应用,因地制宜打造品牌特色小镇,理顺政企关系并强化契约精神,创新PPP融资方式,构建回报机制以保障参与各方利益。
        The characteristic town is the latest exploration and practice of China's new urbanization construction. It is the way for Tibet to develop its economy and achieve " hematopoietic" precision poverty alleviation. The PPP model is a way for government and social capital to achieve social public project construction through superior cooperation. Through the analysis of the tourist town of Lulang, this paper points out that the PPP model can provide guarantee for the construction of characteristic towns from the aspects of reducing local financial pressure, reducing and dispersing various risks and improving the operational efficiency of characteristic towns. On this basis, it is recommended to apply the PPP model in the construction of characteristic towns in Tibet, to create a brand-specific town based on local conditions, rationalize the relationship between government and enterprises, strengthen the spirit of contract, innovate PPP financing methods, and build a reward mechanism to protect the interests of all parties involved.
