///Minqin Basin is located in the lower reach of Shiyang River. With sanding process of Minqin oasis, the local people are forced to leave from their homeland. The paper analyzed the situation of exploitation of water resource, pointed out the issues, and put forward the control measures for improving eco-enviromental situation.
