摘要
Aa resource, the water is not only as a unsubstituted, invaluable, and the most basic nature resource, but also basic substance base to keep natural zoology balance and to harmonize the development of the society. In a way, the water is a decision factor to the human being and has the outstanding of the stratagem station. The water is also the important factor of the condition to keep the city safe and the economy developed. Of course, the safe problem of the water resource now becomes a top matter of all nations.
