In terms of scope, intensity and complexity, the stress being placed on the natural environment by the activities of mankind are growing at an ever increasing rate. Governments everywhere are facing pressures to address a wide variety of environmental and natural resource issues. Consequently, it is important, both environmentally and politically, for government agencies to respond efficiently, effectively and innovatively to the demanding problems that presently confront them.
