历史文化名镇保护机制的再认识——重庆市首批历史文化名镇保护十年回顾与总结

摘要
以重庆市首批市级历史文化名镇保护为研究对象,回顾十年来的保护历程,通过对保护效果的分析评价,归纳出保护意识、技术和制度中存在的五大问题,并建议重庆名镇保护在技术上采取"自然一文化遗产"一体化保护模式和阶段性"维持性保护"策略,以平衡名镇保护旅游开发与居民生活的关系;同时,还应通过制度建设,进一步完善资金筹集、法规深化和组织管理等方面的保障性内容,为名镇保护的技术过程创造良好的运行环境。
This paper studies the first batch of historical and cultural towns in Chongqing,and reviews the course of conservation through the past ten years.Based on the evaluation of protective effect,it puts forward five problems about conservation consciousness,technology and institution,and recommends the adoption of integrative "natural-cultural heritage" conservation mode and the strategy of "conservation with maintenance",in order to keep the balance of tourism development and residents' life in the conservation of historical and cultural towns in Chongqing.At the same time,through legal construction, further improve fund raising,regulation revisions and organization management,in order to create a good working environment for the technical process of conservation of towns.
