产业转移视角下安徽省制造业技术创新能力评价——基于CPM方法

摘要
制造业是经济社会发展的基础产业,而技术创新则是制造业发展的动力源泉,在皖江城市带承接产业转移的背景下,科学评价安徽省制造业技术创新能力具有显著意义。本文利用制造业各行业数据,采用CPM方法并结合技术转移吸收能力指标,从产业转移的视角,着重评价了安徽省制造业技术创新能力与技术转移吸收能力,结果显示:安徽省装备制造业技术创新能力相对较强,而轻纺和原材料产业技术创新能力相对较弱;此外,安徽省制造业技术转移吸收能力不强。最后文章认为,在承接产业转移重大机遇下,着力加强制造业各行业对技术转移吸收的投入力度,充分引进、消化和吸收外来先进技术要素,是安徽省"十二五"期间提升制造业技术创新水平的关键途径。
The manufacturing industry is the basis of economic and social development while the technology innovation is the power of manufacturing industry's development.Under the background of undertaking industrial transfer,it's very significant to research the technology innovation capacity of the manufacturing industry in Anhui province.In the perspective of industrial transfer,this paper focuses to evaluate the capacity of technology innovation and technology transfer absorption of the manufacturing industry in Anhui province by using the data of manufacturing industries and the method of CPM with the index of the technology transfer absorption capacity.The results show as follows:the technology innovation capacity of the equipment manufacturing industries of Anhui province is relatively higher,while that of the textile and raw material industries is relatively lower.Besides,the technology transfer absorption capacity of the manufacturing industry in Anhui province is weak.At last,under the opportunities of relocating the industry transfer,it's the key way to improve the level of technological innovation capacity of the manufacturing industry in Anhui province during the period of"Twelfth Five-Year Plan"by emphasizing the investment of the technology transfer absorption and the capacity of the introduction,digestion and absorption of the foreign advanced technology.
