大型居住社区创新管理的实践探索与启示——以上海市浦东新区航头镇为个案

摘要
为保障中低收入者"住有所居",政府以集中方式在郊区兴建了许多大型居住社区。航头镇大型居住社区是上海市首批保障房基地之一,其当前的主要特征走:规模大、入住人口结构单一、居民来源地广、房屋属性杂、公建配套布局不尽合理且滞后。与此相联系的是存在"六缺一多"的社会管理问题。航头镇积极探索,在实践中摸索出了许多有益经验:一是构建有效组织载体,发挥党组织的引领作用;二是多途径培养社区工作和管理人才;三是自治与共治结合,推进基层民主协商制度发展;四是促进社区融合,提高居民社区认同感和归属感;五是以民生服务为本,实现社区稳定有序。大型居住社区是社会管理的新鲜事物,航头经验给予有益的启示作用,而大型居住社区仍有很多方面问题需要我们反思。
To protect low-income persons "People who need have housing",the government built many large residential communities by a centralized fashion in the suburbs.Hangtou large residential community is the first affordable housingbase in Shanghai.The current major features are;large scale structure in the population of a single,broad origin residents,housing property complex,public construction layout not quite reasonable and lag.Linked with this is the presence of " six-more one-little" social management issues.Hang Town actively explore,in practice,worked out a lot of useful experience:First,build an effective organization carrier,play the leading role of party organizations;the second is ways to develop a multi-community work and management personnel;the third is to combine autonomous and cohabitation,to promote grass-roots democratic consultation system development;the fourth is to promote community integration,improve the residents of the community identity and belonging;the fifth is service-oriented people's livelihood,to achieve stable and orderly community.Large residential communities are social governance of new things and Hangtou experience offers inspiration,but there is still a lot to us to reflect.
