上海合作组织对中俄在中亚地区互动的影响

摘要
中国与俄罗斯在目前中亚地区的互动中,体现出一种既有合作也有竞争的复杂态势。机制的有无及其演变过程,对中俄等大国在中亚地区的复杂竞合关系有重要影响。上海合作组织的成立与运转,促进了中俄在非传统安全领域和在应对美国干预中亚国家内政问题上的合作,却无力有效缓解中俄在传统安全与促进上合中亚成员国经济一体化问题上的分歧。在这种竞争与合作并存的过程中,除了双方利益的趋同或分异,上海合作组织经过十余年的发展积累的聚合性和离散性效果,同样扮演了不容忽视的角色。
The current cooperation between China and Russia in Central Asia reflects a complex situation of both cooperation and competition.The establishment of a mechanism and its evolution greatly influences the complex relationship of both cooperation and competition among big countries like China and Russia in Central Asia.The establishment of Shanghai Cooperation Organization(SCO) and its operation,on the one hand,has greatly promoted Sino-Russia cooperation in the non-traditional security fields and effectively resisted the U.S.intervention in the internal affairs of the Central Asian countries;it,on the other hand,is unable to effectively mitigate the disagreement between China and Russia on such fields as traditional security and economic integration among SCO's member countries.In the process of both competition and cooperation,in addition to the convergence or diversity of interests of both sides,the aggregation and divergence effects of SCO's development over a course of more than 10 years also play an important role.
