实施国家基本药物制度对四川省不同医疗卫生机构基本药物使用的影响

摘要
目的:为制定国家基本药物制度配套文件提供依据。方法:抽取四川省21个地、市、州(包括省直属医疗卫生机构)三级、二级、二级以下的不同等级综合及专科医疗卫生机构共计80家作为样本机构,从四川省非基层医疗卫生机构药品采购、配送、监管平台数据库提取其药品采购数据,对国家基本药物制度实施前、后的样本机构基本药物采购品种及金额进行对比分析。结果与结论:2009年版国家基本药物目录的发布主要针对基层医疗卫生机构,对不同等级的医疗卫生机构基本药物的使用亦有相应要求。国家基本药物制度实施后,不同等级的医疗卫生机构基本药物的采购品种及金额均呈现明显增长态势,其中二级及二级以下的医疗卫生机构基本药物的采购增幅最明显,品种增幅分别达71.30%和99.84%,金额增幅则均超过100%,表明国家基本药物制度的实施对不同等级医疗卫生机构基本药物的使用均产生了积极影响。
OBJECTIVE:To provide reference for relevant decision of national essential drug system in China.METHODS:80 medical institutions with grade three,grade two or below and specialist medical institutions from 21 regions of Sichuan province were extracted as sample medical institution in which their drug procurement data were collected from drug purchasing,distribution,supervision platform database for non-grassroots medical institutions in Sichuan province;and the varieties and amounts of essential medicines procurement in sample medical institutions were analyzed comparatively before and after the implementation of national essential medicines system.RESULTS & CONCLUSION:National Essential Drug List(2009 edition)has been issued for primary medical institutions mainly,and it put forwards relevant requirements to the utilization of essential drug in medical institutions at different levels.After the implementation of the list,the varieties and amount of essential drug in medical institutions at different levels show a significant growth,in which the increase of grade two or below medical institutions are the most significant,increasing by 71.30% and 99.84% in variety,respectively,and the amount of them increased over 100%.It shows that the implementation of the list has a positive impact on the utilization of essential medicine in medical institutions at different levels.
