Absorption, photoluminescence and lifetime measurements were carried out. The structural information was carried out by Raman spectra. Judd-Ofelt intensity parameters have been calculated. Absorption and Emission cross-section estimated by McCumber's theory. Flat gain (1445–1625 nm) has been obtained for broadband amplification.
