We assessed doses to people in Fukushima Prefecture using a probabilistic approach. We considered the spatial and inter-populational variabilities. The effective doses to most indoor workers and pensioners were less than 1 mSv/y. The 95%iles of outdoor workers exceeded 1 mSv/y in one-third of municipalities. Economic, social and ethical aspects must be considered for suitable decontamination strategies.
