Decades after structural adjustment, many countries are attempting to recentralize. Reclaiming centralized planning after decentralization may deepen fragmentation. Recentralization will likely require negotiated and adaptive implementation. Fragmentation can reverse with stable, (re)skilled staff and street-level champions.
