The paper judges the cost efficiencies of banks in Western European countries. We establish a new stochastic metafrontier Fourier flexible cost function. The TGRs are linked with country-specific environmental variables. Banks operating in this integrated market undertake analogous technology. The managerial inability constitutes the primary source of inefficiencies.
