Carbon activated with H3PO4 as catalyst support for bio-oil hydrodeoxygenation. Fixed phosphorus groups are hydrothermally stable acidic sites. The bifunctional catalyst reaches a pseudo-steady activity state at 450 °C. Valued organic and aqueous liquid products are obtained from raw bio-oil upgrade. Thermal pyrolytic lignin and condensed coke are identified as deactivating species.
