Random-network model of disordered glassy solid proposed. Extended Lorentz-sum rules for the dielectric response derived which use the vibrational density of states. Dielectric response is evaluated as a function of the vibrational density of states at varying coordination number. Semi-analytical theory recovers Kohlrausch stretched-exponential relaxation. A quantitative link between boson peak and stretched-exponential relaxation is provided.
