Taxi shortage and excess at airports are discussed in terms of airport ground access, passenger satisfaction and airport/airline competition.

A decision model for taxi drivers’ airport pick up was developed based on an extensive taxi trip GPS dataset which was merged with weather information.

Factors that affect taxi drivers’ decision and implications on airport taxi operations were discussed.

Two policies were recommended to alleviate potential taxi shortages at JFK.
