In Japan the Modernization Act has promoted legal modernization of commons forests. Commons size and plantation ratio are negatively correlated with modernization. The strength of unity among members is positively correlated with modernization. Traditional Iriai management scheme is positively correlated with group ownership. Past labor contribution is positively correlated with individual ownership.
