This paper investigates the quality of public transport services in a developing country. The quality of three railway transit services in Algiers is assessed: the tramway, the metro and the commuter rail. An Importance–Performance Analysis (IPA) combined with a decision tree model prioritized the improvement actions. Common lines of action among the three railway transit services are identified. Specific strategies for improving customer satisfaction and customer loyalty are formulated.
