Proponents are challenged to develop projects that deliver sustainable outcomes. Passing the test of government approval may be insufficient to obtain a social license. Learning by all stakeholders is vital to meet these challenges. Learning outcomes have to go beyond instrumental learning to reach new behaviors, norms and values. A “learning organization approach” can promote mutual learning and improve project design.
