A methodology is proposed for energy retrofit in a fuel poverty context. Householder's monthly budget determines the energy retrofit effectiveness. The cost-effective methodology is not applicable in a fuel poverty context. Energy retrofit does not reduce energy consumption in a fuel poverty context.
