We propose the model of IVHF multigranulation rough sets over two universes. We explore both basic definitions and useful properties of the proposed model. We establish a general approach to decision-making of steam turbine fault diagnosis. The approach can greatly enhance the accuracy of steam turbine fault diagnosis.
