During the 1970s there is a dramatic decline in the high school dropout rate of teen mothers. The 1972 Educational Amendments to the Civil Rights Act (Title IX) contributed to the increase in teen mothers’ high school graduation rates during the 1970s. The effects are strongest among black teen mothers.
