Past response to disasters can reveal potential surrogates for estimating resilience. Resilience issues in Broward include the just distribution of risks and benefits. Social networks and knowledge-sharing need emphasis in resilience building. Disaster recovery plans need to reassess vulnerable populations and their needs. Distribution of existing disaster-related risks and benefits should be reviewed.
