In autarky, South should implement more stringent IPR protection in the high-skill sector. Under free trade, South should implement the maximal IPR protection in the high-skill sector. South’s welfare is the greatest under the optimal sector-specific IPR system and free trade. North’s welfare is the same regardless of its openness and South’s IPR arrangements.
