The paper examines the influence of resource tax reform on China's coal industry. We construct two-stage game models between coal and coal-fired power industries. Market situations of shortage and oversupply are studied in two taxation systems. Coal price will decrease if maintaining the tax levied on each ton of coal the same. To achieve the reform objective, the ad valorem tax rate should not be set too high.
