Improving paratransit service: Lessons from inter-city matatu cooperatives in Kenya

The quality of paratransit services in Sub-Saharan African cities is poor. Some consolidated matatu cooperatives have addressed the root causes of poor service. Driver remuneration has been changed from daily cash targets to salaries. Vehicle depreciation costing has been introduced through compulsory saving. Policies elsewhere should replicate these features, rather than the cooperative model in its entirety.
