A framework of attenuating surface Urban Heat Island at local scale is presented. The attenuation aims at local surface Urban Heat Islands in Local Thermal Zones and thus becomes incremental and feasible. The attenuation at zonal level is prioritized in both problem identification and strategy selection. The attenuation gives detailed expectation of LST reduction by modifying land surface specifications.
