Methods are proposed to study the impact of FFS under different control strategies.

Several measures of the performance of freeway system are defined.

With the increasing FFS, TTN will increase first and then change to decrease.

With the increasing FFS, AD will decrease first and then change to increase.

There exists an optimal FFS corresponding to the best performance of system.
