ICT benefits include sector growth, productivity contributions, and consumer surplus. ICT costs include security spending, adverse events, opportunity costs of ICT nonuse. Productivity benefits exhibit compound growth while costs accrue annually. Cumulatively 2010–2030, global benefits will be $130 trillion, costs $20 trillion. Scenarios change values but do not fundamentally alter conclusions.
