We study the short-term manpower planning problem for transhipment container terminals.

A deterministic optimization model is proposed for this problem.

The model solutions are compared to the manpower policy adopted by a real TCT.

We show when the terminal policy is effective or there is room for optimization.

The model can be optimally solved even in the case of huge transhipment container terminals.
