ACA reforms enable the first conceptually valid HIPM (Health Inclusive Poverty Measure). We pilot a HIPM for Massachusetts health reform, similar to ACA. The HIPM captures effects of health benefits missed by other poverty measures. Public health insurance and subsidies reduced poverty by one third.
