Academic talent, i.e. students and university researchers (professors, postdocs), is a small but increasingly important fraction of human capital in the emerging knowledge economy. Policy makers engage in a locational competition between cities for academic talent. Regarding policy conclusions, both cities may benefit from a better coordination of their policy actions across the different scales of the federal system. A number of relevant location factors for international academic talent, such as housing, local amenities or the social climate, can be influenced directly by urban policy makers.
