Reliability analysis methods are not sufficient for risk assessment of socio-technical systems. The FRAM is customized for risk analysis of multifunctional flood defences. FRAM is found to be a useful complement to the reliability analysis methods. The outcomes show that multifunctionality can potentially improve the flood protection function. It was concluded that mutual functional dependencies can increase the flexibility of the system.
