Develop a simplified greenhouse gas policy assessment model (GHG–PAM). The model estimates the air quality related health co–benefits of GHG strategies. Using Suzhou as a case study, the applicability of this model was examined. ICR scenario is the preferable path for Suzhou to achieve its carbon targets. Under ICR, actions to reduce GHG emissions entail substantial health co–benefits.
