We modelled biodiversity outcomes of averted loss offsets. Allocating offsets under current policy did not achieve no-net-loss of biodiversity. Outcomes were sensitive to two factors: counterfactual scenarios and policy context. Offsets that ignore these factors likely facilitate large net biodiversity losses.
