Accounting for heterogeneous private risks in the provision of collective goods: Controversial compulsory contracting institutions in horizontal hydrofracturing
Precautionary attitudes among a subset of a society may lead to the disagreement on the appropriateness of the public – political – provision of a public good. Under heterogeneity in private risks, some technological innovation could turn a stable institution into a source of conflict. We use horizontal hydrofracturing in New York as our empirical example.
