Policy formation in the context of global governance: Rational, organizational, and political perspectives on policymaking in El Salvador

This paper provides detailed insight into a process of policy formation in the context of global governance of education. A multiple perspectives framework employing rational, organizational, and political approaches to understanding policymaking is applied to the case of Plan 2021 in El Salvador. Findings relate to the way that official and rational accounts of policymaking diverge from the reality of the process. The roles of different actors are highlighted, including the gatekeeper function of the Salvadoran Ministry of Education and the ability of international organizational and political actors to structure key events in the policymaking process and to feed key knowledge products into them.
