Cu and V co-doping formed Ti3+ and oxy-vacancies in the TiO2 lattice. The twin-metal co-doping enhanced the separation of TiO2’s electron–hole pairs. The formed Ti3+ and oxy-vacancies enhanced both the adsorption and conversion of CO2. The Cu@V-TiO2/PU converted CO2 into CH4 and CO even under visible light. The optimal doping ratios of Cu/TiO2 and V/TiO2 were 2 and 4 wt.%, respectively.
