This paper explores whether think tanks and their ideas shape the enterprise policy-making process. Institutionalisation, actors and the environment are key institutional theoretical elements. Semi-structured interviews with think tanks illustrate their role. The ides presented by think tanks to government have no formal procedures. Ideas are reliant on informal communication channels and relationships with key government officials.
