Joint procurement experiments of on-grid photovoltaic units was studied. Environmental and other personal motivations were important for participants. Support by peers and the economy of scale encouraged private actors to join. Experiments overcame lack of active political support for photovoltaics. For rapid expansion solar PV needs institutional rather than economic support.
