We measure the departmental and overall efficiency and productivity. The model overcomes the problems of undesirable outputs, shared inputs, and environmental variables. The efficiency gaps exist between counties and cities, between service and non-service types, and among regions in Taiwan. The productivity gaps exist between counties and cities on MLTC, between service and non-service counties/cities on MLTC in SW and EDU departments and among regions on MLTC and ML.
