Static and dynamic spectrum allocation algorithms for offering IPTV and voice services in wireless cellular networks are proposed. Soft frequency reuse is used in proposed algorithms to enhance spectral efficiency and mitigate inter-cell interference. Performance of proposed algorithms under different frequency reuse and IPTV transport schemes is compared. Numerical results show that proposed algorithms based on soft frequency reuse and multicast IPTV achieve the best performance. Dynamic spectrum allocation algorithm that can coordinate the cooperation among neighboring cells outperforms the static one.
