Panama Registry strengths, weakness and opportunities are presented and discussed. The flag state is a ship award adopted to manage fleet and attract owners. Port state control and ship owners shared positive views of the Panama flag state. A new shipping industry framework was proposed for the Panamanian fleet registered.
