Users have a more negative perception about RESEX functioning and prospects than council representatives. Several of the institutional design principles were found to be present at the Cassurubá RESEX. The RESEX fostered organization, participation and recognition of users’ rights. Participation of stakeholders in decisions is incipient, especially of users, although gradually increasing. Infrastructure and resources for enforcement and monitoring of resources are insufficient.
