To create locally relevant emission factors that allocate electric greenhouse gas emissions to a city or individual electric customer in California requires more accurate emission factors for unspecified power. The use of specified and unspecified electrical power as well as the different regulatory regimes governing power disclosures, emission reporting, and emission factors define this problem. Potential solutions include transaction-based emissions tracking, region- or market-specific emissions factors, and standardized emissions factor methods for electricity.
